t.gif (892 bytes)he number of organizations involved in technology transfer has mushroomed in the last 20 years, due in part to the Bayh-Dole Act of 1980, which permitted universities to obtain title to inventions developed with governmental support, and allowed government laboratories to grant exclusive licenses to patents. Subsequent legislation and R & D budget constraints in both the federal government and industry encouraged further collaborative efforts.

The organizations that emerged as a result of these events offer a range of services to facilitate the process of transferring the technologies. Today, there are offices in all levels of government, at universities, and in companies that offer technical advice, access to government and company contacts, background data, lists of available or needed technologies, and searchable databases.

Some of the technology transfer databases are highlighted in this article. These databases pull together information on companies, licensing, technologies, research activities, patents, funding sources, and scientific personnel.

Government Technology Databases

National Technology Transfer Center (NTTC) "maintain(s) the nation’s largest database of federally-funded technologies. It gives you access to more than $70 billion in research and 100,000 researchers at more than 700 federal laboratories and 100 universities."

Under the Tech Transfer Information section there are links to mechanisms (how-to, protocol, definitions) of tech transfer and intellectual property transfer.

On the same page you will also find links to government, university, corporate, and international technology transfer contact offices.NTTC has a gateway service that provides access to 12 full-text searchable databases; some of the databases are listed below. Charges: $100/hr or $1000/year.

  • Federal Licensable Technologies & Patents, sources from 17 federal agencies
  • University Licensable Technologies and Patents, sources from 100+ universities and research institutions
  • Small Business Innovation Solicitations & Awards (SBIRs) past and present
  • Directory of Federal Laboratory and Technology Resources : overview of 70- federal R & D facilities
  • Federal & University research & technology (new technologies as they appear)
  • USDA Agricultural Research Service Projects, provides summaries and technical abstracts of USDA ARS research.
